Chemical Safety Training according to Decree 113/2017/ND-CP
Group 1 – Unit heads, managers, senior managers
Target group 1
a) Heads of units, production and business establishments and affiliated departments, divisions and branches; In charge of production, sales and technical departments; workshop foreman or equivalent;
b) The head's deputy as prescribed in Point a, Clause 1 of this Article is assigned to be in charge of chemical safety.
Group training time 1
Minimum 8 hours, including testing time;
Group 2 – People who directly supervise chemical safety at the workplace
Group training content 2
a) Legal regulations on chemical activities;
b) Dangerous characteristics of chemicals, chemical safety data sheets of dangerous chemicals in production, business, storage and use of chemicals at chemical facilities; chemical classification and labeling;
c) Chemical safety management process and techniques to ensure safety when working and in contact with dangerous chemicals;
d) Dangerous factors in the production, trading, storage and use of chemicals at chemical facilities;
d) Solutions to prevent and respond to chemical incidents; Plan to coordinate with competent authorities to mobilize internal and external resources of the facility to respond and overcome incidents; solutions to prevent and limit sources of pollution spreading to the environment; Environmental recovery plan after chemical incident
Group training time 2
Minimum 12 hours, including testing time;
Group 3 – Workers directly related to chemicals.

Workers directly related to chemicals.
Group training content 3
a) Chemicals in the production, trading, storage and use of chemicals at chemical establishments: Chemical names, dangerous properties, chemical classification and labeling, chemical safety sheets matter;
b) Risks of chemical insecurity in the production, business, storage and use of chemicals;
c) Processes for production, storage, and use of chemicals appropriate to the working position; regulations on chemical safety;
d) Chemical incident response procedures: Use rescue vehicles to handle incidents of fire, explosion, leakage, or chemical dispersion; First aid for victims in chemical incidents; Use, preserve, and check safety equipment, vehicles, and personal protective equipment to respond to chemical incidents; incident notification process and communication diagram; prevent and limit sources of pollution spreading to the environment; Collect spilled chemicals and remediate the environment after chemical incidents.
Group training time 3
Minimum 16 hours, including testing time.
